Do people in South Korea or Japan, places with very high percent of households with broadband, pay by the MByte? I believe that they get a low entry price.
As long as my data packet gets sent just as fast as anybody else's packet regardless of content, that's net neutrality. Different ISP's will provide different pricing models.
